Whether it is employers, employees, staff representatives or those responsible for prevention, each individual can be an actor in the prevention of occupational risks at his or her level. Prevention in the company
The employer has a major involvement in the prevention of occupational risks. Together with competent employees, it is responsible for ensuring the safety and physical and mental well-being of its staff. To do this, it mobilizes the company’s internal resources, such as:
- Staff representatives, whether they are members of the Social and Economic Committee (CSE) or the Health, Safety and Working Conditions Commission, or local representatives (CSSCT).
- Supervision, technical managers (managers or team leaders), professionals specialising in occupational safety and health (such as the person competent in radiation protection, the hyperbaric prevention advisor, the prevention assistant in the local civil service, etc.) and all those involved in the organisation of rescue services (first aid worker, first responder, second intervention team, etc.).
- Human resources departments.
- Employees themselves are actors in risk prevention.
The Occupational Health and Prevention Services (SPST), whether they operate independently or as inter-company services, are responsible for providing advice to employers, workers and staff representatives on the implementation of appropriate preventive measures. They are responsible for regularly monitoring the individual health of all employees. The occupational physician plays an exclusively preventive role by ensuring that any work-related deterioration in health is prevented. This includes monitoring hygiene conditions in the workplace, managing the risks of contagion, monitoring the health status of workers, as well as detecting any obvious risks that could compromise the safety of third parties in the immediate work environment.
The August 2021 law, focused on strengthening occupational health prevention, introduced an offer of essential services that all Occupational Health and Prevention Services (SPST) must provide to their affiliated companies. Each SPST must include missions such as the prevention of occupational risks, the monitoring of employees’ health and the prevention of professional disintegration. The details of these missions are defined in the deliberation of the National Committee for Prevention and Occupational Health (CNPST) related to Decree No. 2022-653 of 25 April 2022. At the same time, STPS must obtain certification from an accredited body.
Prevention outside the company
The employer also has the option of calling on experts from outside the company. These experts may include:
Qualified, accredited or approved bodies, responsible, as the case may be, for carrying out sampling, analysis and monitoring of occupational exposure limit values, as well as regular checks of installations, collective and personal protective equipment, machinery and work equipment.
