Faced with the urgency, there is a great temptation to immediately expand the crisis unit. However, an effective cell is based on a simple principle: few people, but the right ones.

A crisis unit is not an information meeting. It is a rapid decision-making body, which must remain agile, legible and structured.

The key roles of a crisis unit

Regardless of the size of the organization, certain roles are essential from the first minutes:

  • a person in charge of the crisis cell, who is responsible for decisions,
  • an operational referent, in contact with the field,
  • a communication referent, to control the messages,
  • a human resources referent, for mobilization and rotations,
  • a legal or compliance referent, depending on the nature of the crisis.

These roles must be defined before the crisis, and not in a hurry.

Mobilize gradually, as the situation evolves

Not all crises require the same level of mobilization from the start. A good practice is to operate in mobilization circles :

  • a small core for analysis and decision-making,
  • reinforcements activated according to gravity,
  • experts called upon on an ad hoc basis if necessary.
